working groups: audit existing and document process for new WGs

The current working groups process only mentions working groups at the broader "TOC level". Today, we have a lot of WGs spread across TAGs but they are not documented in the TOC repo. It is very hard to find info about what WGs exist.

We should:

• [ ] Define and document the policy for WGs to part of a TAG. https://github.com/cncf/toc/pull/868 took a stab at this but has languished now.
• [ ] Document a process to create and archive WGs
  • [ ] process to create WGs: https://github.com/cncf/toc/pull/1159
  • [ ] process to archive WGs
• [ ] Audit existing WGs at the TOC level to
  • [ ] remove old/defunct ones - https://github.com/cncf/toc/pull/911 took a stab at this but was closed due to inactivity.
  • [ ] move the active ones to a TAG?
• [ ] Audit existing WGs in a TAG and document them in the TOC repo

@nikhita Am interested in this issue as we are reviewing Working Groups within TAG App Delivery and archiving another. Is there more movement here?
