Please review Platform Engineering Maturity Model v1

Hi TOC and observers:

Following our Platforms "Definition" white paper defining the what and why of platforms for cloud-native computing, WG Platforms has since the spring been preparing a Platform Engineering Maturity Model to offer guidance to enterprises and practitioners seeking to adopt and improve platform engineering practices. We want to publish this paper via the TAG web site and announce it via CNCF's blog and other channels the week before Kubecon Chicago - about November 2. We'll discuss it during our events at Kubecon Chicago.

The model and supporting paper are "content complete" and ready for final review in a branch here: https://github.com/cncf/tag-app-delivery/blob/maturity-model-v1/platforms-maturity-model/v1/index.md.
