Create folder structure to house the charter documents #1289

This PR is part of the process of improving and standardizing TAG documentation.

TAG charters currently live in both the TOC top level folder as well as their individual TAG repos. Going forward TAG charters would only live in the TOC repo as they are agreed with and approved by the TOC via PR.

This PR just move the existing documents into a top level folder for improved clarity.

Next steps would be:

create the charter template
share the template with the TAGs and the liasons
TAGs update their charter in the toc/tag/tag-charters folder and delete andy other copies of the charters.
