update workflow to newer version for node compatibility #216

The newer version of the checkout action avoids a deprecation of an old version of node.js

This one is hard to test because it's a workflow that runs on a schedule. It is setup to run on demand from the Actions so I could push this as a branch on the upstream rather than the fork and that should enable testing.
