update workflow to newer version for node compatibility #219

This replaces #216, but allows for some testing.

Oops - that didn't quite do what we wanted:

  1. it tested successfully: https://github.com/cnerg/cnerg.github.com/actions/runs/6098078841
  2. because this workflow does an add/commit/push, it merged itself
