added a "Table of Contents" in README.md for easier access #67

i should have automated this.. (the fork has a lot of commits because i tested my edits by pushing(yeah too lazy to use pandoc))

This looks lile the perfect opportunity to learn rebase/squash and force pushing. I recommend getting in the habit of using --force-with-lease instead of --force.

Not sure if we want a TOC because it needs to be maintained, I'll leave that for someone else to decide.

2- it turns out that there are a lot of programs that automatically generate a "Table of Contents"
