observable notebooks needed for open-sourced d3 visualizations

General Right now we have open-source-gallery converted to private. This repository will remain private until observable notebooks are figured out for better prototyping of d3 visualizations.

Workflow Open source a visualization -> design react implemenation -> implement visualization as a stack module front-end ux unit.
