fix(autok3s): Upgrade golang builder to v1.20.8

• Also upgraded golangci-lint version to adapt v1.20+ golang
• And use revive linter instead of golint
• And lint fixes

As the SUSE BCI doesn't have v1.20.8 golang version, I use bci-base and install go v1.20.8 manually.

Already tested k3d provider in ubuntu 22.04 with docker 24.0.5-0ubuntu1~22.04.1 and ubuntu 22.04 with docker 20.10.21-0ubuntu1~22.04.3
