fix(k3d): bump up k3d version

• fix security alert about the docker version, which is relative to the K3d version.
• With the version upgrade, docker and K3d changed some references such as the docker signal package and the Registries/Mirror package change.
• After bumping up the K3d version, the wrong logic of creating autoK3s manifest folder(which is not work for the K3d provider) will cause the wrong rollback logic after the K3d cluster is created successfully.
