Given a set of journals, find scimago rankings #10

Using scimago (see https://www.scimagojr.com/journalrank.php ) extract rankings from their site. This could be using bulk download, but if the number of journals are small could also be querying their site directly.

This is being specified for PHI, but the exact same process should be done at the same time for AGC1.
