Adding check for correct versions in kubescape

Check if kubescape and kubescape framework are in correct versions If not they will be removed and downloaded again

@ptacemic Before picking up an issue to work on, please check the ticket to see if is assigned and if there is ongoing work.

Issue-1993 was assigned and there is ongoing work with a PR-2004 to fix 1993, 1999 and a couple more issues.

Merging this PR into main will cause failures that the other PR includes fixes for. Going to close this PR in favour of the ongoing PR. Thanks.
