Merge RTE code #145

RTE (via Mathilde) worked on the plugin at the beginning of the project. Here are the sources of the internal RTE project given back to us to merge on ecoCode project and graciously donated to the open source community.

Check, Analyse, and merge code that is not already existing in ecoCode and ecoLinter
