Tweak: New installation of CoCart should not run if WooCommerce is not installed #341

Need to look up WooCommerce dependancy before installing CoCart.

Found source of error. It's not passing a numeric value here: https://github.com/co-cart/co-cart/blob/trunk/includes/class-cocart-helpers.php#L670

Error is caused because WooCommerce is not active first that a function requires. Instead forked the function and use it directly from CoCart.
