Add a file named PULL_REQUEST_TEMPLATE.md which includes general information and guidelines for the author of Pull Request, you can see PULL_REQUEST_TEMPLATE.md of coala repository for reference. label: initiatives/gci

Maybe we can just link the coala version in the readme of this repo to keep it cleaner? I believe the content would be the same of both templates. (Unless we want to have a separate .md file for gci)

@RohanVB we wanted to have a separate .md file for GCI thats why this issue was created
