on travis : "[InvalidLinkBear] Broken link - unable to connect to https://www.microsoft.com/en-us/download/details.aspx?id=48145 (HTTP Error: 503)" - wget from my machine : 403. in a web browser, no problem

this is not a huge issue to implement and has no gsoc scope.
