bear proposal linty #1328

https://github.com/holtgrewe/linty is very old, and seems abandoned, but it could be converted to coalang as a native-ish bear. Would be a good gsoc ptoject, especially if the author is willing to co–memtor.

@jayvdb Could you give me some information about writing it? It didn't write a bear before so it would help me. :)
