Pycheckbear.py: Add new PyCheckBear

New Bear is added to find bugs in python file.

Closes https://github.com/coala/coala-bears/issues/2151

Sorry, it may hurt you! But I guess it will be worth mentioning in commit message about the work done by @khanchi97 in his PR #2194

@KVGarg yes I know actually I know he did work but I opened this pr so as to make some changes in his pr by his permission only :) I will mention his work, actually due to proposal i was quite inactive towards this pr but now will edit this
