Add pitchfork command #36

Due to some ahem interesting digressions in offtopic, the need for a pitchfork command has arisen. When issued by an authorized person to cobot, it will spit out a ascii art of a pitchfork and say something about being banished to offtopic. The command is to be used when someone digresses the conversation or goes off topic in an offtopic channel. The syntax should be something like cobot pitchfork <person>for added humor ;)
