Release new coala/base image #255

It looks like there has been a lot of progress over the last year in coala. It would be awesome to publish a new coala/base image to reflect it. It appears to be 20 months old right now.

It would be nice to pick this up. It is currently difficult to expand the image with possible new tools. In addition the current tools are probably updated.
