Suck GCI json data frpm gci leaders repo and create dashboard of all gci org repos

@academyyyy12 gh-board has a dashboard as the homepage, see https://coala-gh-board.netlify.com/ It shows an example boards of GitHub repositories, etc.

This issue is about fetching a list of orgs and repos from coala/gci-leaders repository, creating a new dashboard on gh-board and show list of repos there. UI can be reused. Most code of gh-board can be reused.
