mobanise everything #117

There are lots of per-repo files which are often out of sync in some repos.

LICENCE would require that the repo has the license file of each license we use. luckily we only use a few.

Ideally we add them upstream in https://github.com/moremoban/pypi-mobans , so we grow the general moban system in the process.
