Add a FAQ related to Google Season of Docs

This adds a FAQ related to what Google Season of Docs is.

Closes https://github.com/coala/projects/issues/742

I would like to have some GSoD projects first before this. Maybe we should have a complete FAQ by then. Hopefully we should be in a good shape by next year. :)
