Not sure this is in scope for a global registry of repositories? While it would be nice if the aggregators used the IRD as the authoritative database of repositories, experience tells us that the aggregators will, at best, take a copy of that data, preferring not to have to rely on a remote registry in "real time". This seriously reduces the likelihood that they will report the fact that they are harvesting a given repository back to the registry.
However, the IRD website could, I guess, carry links to aggregators - and possibly to "lists" of repositories maintained by those aggregators?
