feature(moderation-tools): Enables processing comment stream #2

PR Adds the ability to:

  1. Mute patterns that are literal or regex supported, e.g. /^PR /
  2. Mute users by did
  3. Remove empty replies
  4. Set the number of levels for comments/subcomments before offering to "show more comments/replies.
