Add Workflow to create branch from issue #73

The current "Add Branch from Issue" workflow GitHub provides doesn't seem to meet my workflow in the way I had hoped it would.

Addendum: This would also fix GitHubs naming scheme of putting the full issue title into the PR, resulting in this stuff: image
