A Repository Issue Template and/or Issue Form could speed up the creating of new issues, allowing us to use these templates for e.g. models and standardize on a format for issues by type/label

Required steps:

@coavins: Enable Issue Templates through the Repository Settings
@macinsight: Create Issue Templates for
- Models
- Repo-Features

Proposed issue template for models will be demo'ed in an upcoming PR.
