docs: Add Site generation reference documentation #96

Explain at a high level what cobalt serve and cobalt build do. Based on this, suggest how to run Cobalt in an existing site's directory.

Add the new page to the Reference documentation navigation. Mention the new page on the Start (getting-started) page.

Could you describe what questions or challenges you had that led to feeling this documentation is needed?

This feels very low level and I'm having a hard time seeing how it fits into the narrative in helping users. I wonder if there is a way to re-frame this that could better help. If you know of similar pages on other static site generators, that could also serve as some inspiration.

btw a rebase against upstream will resolve the existing typos reported.

New PR rebased onto latest origin/source, then I fixed my typo and two tiny language tweaks.

I explain in #95 why I needed this to make sense of Cobalt. Thanks for the tool!
