Add initial version of Cobbler actions #22

This adds the basic structure of the Cobbler actions. Fixes #8

TODO:

[x] check all local flags (for the subcommands) if it has the correct type
[x] decide and discuss with @SchoolGuy which abbreviations should be used for each flags. Only one ASCII character is allowed
[x] ~add the cobblerclient library and include the necessary function calls~ --> will be done in a follow up PR due to missing API in the library.

Since most of the actions are not implemented in the cobblerclient library but the basic structure of the actions are ready, I will mark this PR ready although there are some TODOs left.
