403 Forbidden error when accessing localhost/razor/web

I've tried everything thing but still i am getting this error. I am using apache 5.4.9 and apache2

i have checked the permissions for the files/dir they are 777
i have made changes in etc/apache2/site-available/default <Directory /var/www/razor/web> Options Indexes FollowSymLinks MultiViews AllowOverride All Order allow,deny Allow from all

Where am i going wrong ?

i didn't restart the server. I did it and it worked !!!

$ sudo service apache2 restart
