At the authoring stage, there is a requirement to upload/involve their [own] geo-referenced data, basemap or aerial image to work with in the field

Either portal functions or authoring tool. The authoring tool in combination with tilemill would provide this functionality. More implementation is needed for georeferenced data.

GeoCat offers to the project the product "Bridge", it's a tool to easily upload vector and raster datasets to a hosted environment where it's published as WMS/WMTS/WFS. Bridge is available as a plugin for ArcGIS. A similar tool is available as a plugin for QGIS (http://qgis.boundlessgeo.com/static/docs/index.html). Within Geonetwork a similar tool is available as a webbased client.

After having uploaded the data, the layers required for the fieldsession can be combined into an ows-context file, which can then be used as a configuration for a map-viewer or creation of a geopackage file (to facilitate offline map viewing)
