PCAPI <-> Geonetwork channel for fetching survey participation behaves erratically #135

This is probably a memory-corruption issue between threads.

As this is bug is really elusive and happens at unpredictable times a quick workaround until this is fixed is to restart apache

The workaround removed duplicates, but the survey membership was still somewhat erratic, I have been testing a fix for this in PCAPI which clears the membership variable on each init of the Surveys object.
