on survey (un)publish in portal, notify pcapi #168

notify pcapi if a survey is (un)published

@xmichael can you provide the url to be called when a survey is (un)published

@Delawen can you set up the hook

@andreasmatheus can you verify that geonetwork gets enough privileges to call this url

The portal should delete the public survey using a single HTTP DELETE as mentioned in #167 but using the public UUID instead of the UUID of the user.

Public UUID is a constant defined in pcapi.ini i.e. grep public ~/.pcapi/pcapi.ini but can also be hardcorded (it hasn't been changed so far and probably will never be).

Hi guys @pvgenuchten @xmichael any updates on this? we got a report from Stephanie about switching a survey from private to public and the other way around and the state not being reflected in the pcapi.
