it should be clear how to become a survey coordinator #89

some ui should be added to the portal to indicate a user is a basic user and how can (s)he apply to become a survey master

currently people have to get a uuid from https://dyfi.cobwebproject.eu/geonetwork/private/eng/xml.info?type=me and email it to an administrator, which can set up the survey manager role

My proposal would be to use the COBWEB User Management to reflect that. It does provide an API so that the portal could "simply" update any regular user to a coordinator. Or, the User Management System could be configured to allow the user to upgrade automatically... With that place of the storage, we are back to using SAML attributes at the portal to reflect access rights...

I don't know what the process of requesting/granting privileges for survey creation will be. I guess we will want something in the same flavour as this idea of validating a known user. And during our last meeting, Nicola reckoned that the process of granting access to a data should simply be through a known email address - I'm not so sure yet. I'll have to think it though and find out what Gov does with access to licensed data for instance.
