If you access /pcapi/surveys/local/ and you haven't join any survey (for example a new user coming from gmail) you will get a list with all the surveys available in the system without being part of any, that behaviour stops once you join a survey.

Can't be replicated anymore, getting correctly 0 surveys count from the portal and 'no surveys found' error in the pcapi.
