Following @hobarrera's guidance:

Updated README.
Updated setup.py with version and more specific Python version classifiers.
Created CHANGELOG.

Not sure if it will be easy to update CHANGELOG to include past changes. @cocagne, what's your stance on that?

Looks good. I wouldn't worry about past changes. The information is available in the git history if anyone is really interested. Generally speaking, the majority of interest will likely be in "what's new". Thanks for putting this together.
