Can try to create a VM with system session when not administrator #1806

Only when they have admin access.

I'm pretty sure the original design was to not have radio buttons for system and user session in the cases where you not have admin access (as some users are able to sign in but don't have the ability to become admin). It is supposed to show just the label and "User session" as plain text without the options.
