Add post about cross-project testing with tmt and packit #651

Background for https://github.com/cockpit-project/cockpit/pull/19155 . I will use this as documentation when I enable our tests in projects like podman, udisks, or selinux-policy.

Thanks for all the reviews so far! I'm landing this now, as I'd like to have it online as a reference when I talk some other projects into doing this. I fully expect to make some updates to the post in the next days/weeks -- if for nothing else, then for pointing to where we enabled this.
