plpgsql: Global variables #115299

It is an Oracle specific feature and there is no exact equivalent capability in Postgres. The scope of work only includes support feasible work-around to unblock a customer's use cases.

@drewdeally @a-entin do we still need to do anything on the SQL Queries team to implement a workaround, or are existing features sufficient? If existing features are sufficient, perhaps we'll want to add documentation to describe the workaround cc @taroface
