web interface polls health endpoint in a loop even before successful auth

Describe the problem

After fresh install the web interface polls health endpoint in a loop even before auth, every 2 seconds.

To Reproduce

1. Set up CockroachDB cluster or a single-node
2. Open the web interface (default port 8080)
3. See the behaviour play out

Expected behaviour

Polling for the endpoint every 2 seconds might cause unnecessary filling of logs, for instance in an environment where the nodes are behind a balancer etc.

The endpoint should be polled only after successful login into the interface.

Environment:

• CockroachDB v23.2.4
• Linux/Ubuntu
