crosscluster/logical: TestLogicalStreamIngestionJobWithFallbackUDF makes bad assumption #129569

Describe the problem

This test assumes that two sequential writes both happen before the LDR job is able to replicate the first write. Under stress this isn't always true. We likely need a testing hook so that we can defer the replication of a write to coordinate this test.
