ogr2ogr: support direct ogr2ogr input/output #53242

We currently support direct import into CockroachDB through PGDUMP and output from CockroachDB via GeoJSON transformations.

Ideally we natively support the PostgreSQL browser. To do this we need:

I ran into this problem using ogr2ogr. Would be nice to have this compatibility. 

ERROR 1: ERROR:  unknown function: postgis_typmod_dims(): function undefined
