Must have:

[x] report consumption from tenants
[x] implement configuration API
[x] implement throttling
[x] don't charge for failed KV operations
[x] mechanism for reasonable behavior when tenant_usage table is not available
[x] reduce TTL for system.tenant_usage
[x] idempotent consumption updates
[x] adjust server-side tenant rate limiting
[x] back up tenant usage metadata
[x] pgwire bytes usage
[x] finalize cost model settings

Should have:

[ ] implement shares to divide the throttled rate among multiple instances.
[ ] use counters instead of gauges for metrics (#68291)
[x] make sure tenant-side cluster settings don't allow tenants to avoid charges
[ ] revisit the way metrics are published; see discussion

All outstanding changes are in release-21.2 and staging-serverless; this is no longer a release blocker.
