roachtest: run cmd/reduce before filing issues for TLP, costfuzz, and unoptimized-query-oracle test failures #84720

Is your feature request related to a problem? Please describe. Today, when the TLP, costfuzz, and unoptimized-query-oracle roachtests fail, it is not always clear whether the failure is due to a new bug or a known issue. Triaging the issue can be time-consuming and may require running cmd/reduce on the output log to reduce the failure to a small number of SQL statements.

Describe the solution you'd like If the test infrastructure automatically runs cmd/reduce on the log output, it may save us time when triaging these failures. The issue filer should print the reduced output in the issue description so that a team member does not need to perform this step manually.
