Extracting this into a form we can use here. Copied over from https://github.com/cockroachdb/cockroach/pull/15908 (and from Radu's code before that).
Experimenting here, but will probably publish as an NPM package so it can be used here, on the distsql viewer site, and in the Cockroach repo.
