Add Note to "Non-distributed export using the SQL client" Section in the Export Documentation #11703

Given the behavior noted in Issue #53957, we should add a note under the Non-distributed export using the SQL client section stating that the recommended method for exporting string collated columns to a CSV format is to use the EXPORT INTO CSV statement instead.

We have a greater discussion on this via an internal thread.
