Current, secondary regions on the DB while using a regional by row table is not supported even though syntactically it is allowed. Meaning one can create a db with a secondary region and define a RBR table inside of it. This feature is being tracked in https://github.com/cockroachdb/cockroach/issues/111629 but we should document it.

I’m not sure how I dropped this from my radar but adding ‘High’ will mean I look at it sooner. Feels somewhat important because of the undefined behavior / interaction of the 2 features . What do you think?
