remove/replace references to IMPORT #18674

@Jeremyyang920 Can I ask your review on these commits from a general migrations perspective, keeping in mind that these examples are too small and specialized to use the MOLT tooling (i.e., no source database)? These were updated based on the GeoJSON solution provided by @michae2 in https://cockroachdb.zendesk.com/agent/tickets/21036.

There's also an incremental update to the Oracle migration tutorial to replace the IMPORT references with IMPORT INTO. These only affected certain steps, but there's still a callout at the top of the page that hopefully makes it clear that the entire tutorial is generally outdated (too manual and no usage of MOLT).
