[DOC-10602] Update cluster settings and metrics in CV docs for v24.1

Source and instructions for generating these are in https://docs.google.com/spreadsheets/d/1HIalzAhwU0CEYzSuG2m1aXSJRpiIyQPJdt8SusHpJ_U/edit?gid=803821366#gid=803821366. Lots of settings changed to VC-scoped in this version.

TODO: Get a technical reviewer (I think peer review can start now).

@kathancox Please confirm that the new setting you just added in a separate PR is also in this list, to help confirm that I ran the correct commands to generate them.
