In v24.1-v24.3:

Remove mentions that Read Committed txns don't require (any) client-side retry handling.
Clarify that certain docs and tutorials that reference client-side retries are talking about serialization errors returned by Serializable txns.
Remove an outdated reference to Read Committed txns still returning serialization errors in rare cases.
