Added new known limitations for 24.3 (except for those related to Triggers, which are covered in #19129.)
Added known limitations that weren't previously documented for previous versions.
Updated generic query plan docs to more accurately reflect the corresponding known limitation. (@mgartner could you just review this part in cost-based-optimizer.md for v24.3 and v24.2 per our discussions? Preview)
